Dr. Vidyanand Motghare

Dr Vidyanand Motiram Motghare is a senior environmental engineering and sustainability professional with over three decades of experience in environmental regulation, public policy, infrastructure planning, and science-led decision making. He brings a strong blend of technical expertise, governance experience, and strategic leadership to complex environmental and industrial challenges. He holds a Ph.D. in Civil Engineering from Visvesvaraya National Institute of Technology (VNIT), Nagpur, with research focused on sustainable industrial development. His academic background also includes an M.Tech in Environmental Engineering from VNIT Nagpur, a B.E. in Civil Engineering from National Institute of Technology Karnataka (NITK), Surathkal, along with an MBA and a Post Graduate Diploma in Business Management (PGDBM) from Nagpur University.

Dr. Motghare served the Maharashtra Pollution Control Board (MPCB) for nearly three decades, retiring as Joint Director in 2025. During his tenure, he played a key leadership role in air pollution control, industrial regulation, environmental compliance, and policy formulation across sectors such as power, cement, mining, and urban infrastructure. He also held charge as Member Secretary, MPCB, contributing at the highest level of environmental governance. Prior to this, he also served at Maharashtra Jeevan Pradhikaran (GoM) for 4 years, focusing on designing of water supply scheme and STP’s along with its execution.

He has been instrumental in several pioneering initiatives in India, including the Maharashtra Star Rating Program for industries, state-wide noise mapping for 27 municipal corporations, UAV-based ambient air quality monitoring, and the expansion of one of the country’s largest air quality monitoring networks. As Nodal Officer for Maharashtra under the National Clean Air Programme (NCAP), he led planning, funding evaluation, and program implementation. He has visited Australia, New Zealand, USA, Germany and other countries as a part of Indian Delegation for Environmental Protection and also a regular guide for Ph.D’s & M.Tech students.

A Distinguished Fellow at EPIC India, University of Chicago, Dr. Motghare is an internationally recognised expert, published researcher, speaker, and mentor, known for delivering practical, scalable, and policy-aligned environmental solutions and helping Government for the execution of Emission Trading Scheme for SO2 Emissions which is the first of its kind in India.
